The present invention provides a system which can be used to issue risk assessment and method statement forms electronically to workers’ mobile telephones, in the form of the query data packets. The recipients can then complete those forms using their mobile telephones and then send the completed forms back to an employer, in the form of the answer data packet. This arrangement does away with all the paperwork associated with the known induction processes and allows workers to quickly and effectively achieve access to the work or production site. At the same time, the system also provides an emergency alarm system using those same mobile telephones, which the workers will carry with them on site. As such, the present invention utilises the functionality of the modern mobile telephone to address two of the above-described problems.
